The Atlanta Citizen Review Board announced its first decision in an investigation of an officer-involved shooting in more than five years.
The group determined that two Atlanta police officers were justified in their actions when they fatally shot Nygil Cullins, 22, on May 18, 2022, according to the Atlanta Journal-Constitution.
“Not everybody is going to be happy with our determination, but I think a majority of people are going to be able to look at that footage, look at what we determined, and say yeah ordinary Atlanta citizens came to the same conclusion that I did,” Board Chair Cheyenne Morin told the AJC.
The board has faced scrutiny for failing to investigate nearly 40 cases that happened between 2020 and 2024 where police used deadly force, according to the AJC.
Atlanta city council members and the mayor allocated funds and investigators in 2025 in an attempt to support the board in reviewing more cases.
The 13-member body gathered at City Hall and watched video from the 2022 shooting. The Atlanta Police Department’s investigation found that one officer shot three times while the other shot his weapon 15 times.
Although questions were raised regarding the quantity of shots, the board exonerated the officers.
